No, it is not the same.
Imagine a number rising from 50% of something to 60% of something, for example you have 50 apples and are given 10 so you now have 60 apples. You had 50% and now have 60% of 100. The rise in the number of apples is 10 in 50, which is 20%. The percentage points rise compared to 100 apples is from 50% to 60% which is "10%". The percentage points rise is often used for example if interest rates ries from 10% to 20% it is described as a "10%percentage points rise".

So 22 percentage points is 22%.
