There is no difference. They all say the same message. You could use each one depending on the conversation. Most of the time the phrase "I will be going to New York" is used when someone asks you a question and you want to be polite. Example:
Krissy: "Where are you going to on your vacation?"
Amanda: "I will be going to New York."
If you want to be casual you can also say
"I'm going to New York."
You can also use "I'm going to New York." as a topic sentence.
Example:
Patrick: "I'm going to New York. I can't wait to see the Statue of Liberty. Do you want me to get you a souvenir?"
The phrase "I will go to New York." sounds a little odd by itself. It is grammatically correct but a little unnatural. Most people add something to it.
Example:
Erin: "I will go to New York to visit my grandma in 2 weeks."
or
Paul: "I will go to New York soon."
