Don't take wrong/strange ideas as rules for all of us. Cousins marriage is common in most old times, because of farms in past, they lived only with close parents. So, there is not so many different "blood" around to choose from. But its not a normal thing. Specially "family members", no way!

First of all, it’s a cultural difference. In Brazil relationships among cousins as not as big a taboo is it may be in other countries (that doesn’t mean that it’s something widely common nor accepted). It all depends on the family, how you were raised and how you view your cousins.
In my family, for instance, we see each other as siblings, so nothing like that has ever happened. But I have a friend whose parents are cousins. Most people don’t care about it, others think it’s weird.
And it has NOTHING to do with living in a big or in a small city, it’s just a matter of how your family addresses the subject.
