'Multiplied' and 'times' are both natural and correct, but 'times' is very casual.
The fraction ⅔ is read 'two-thirds'.
People sometimes say 'two over three', but it's not technically correct.
Even though ⅔ can be read 'two divided by three', you wouldn't hear this very often.

If it has to be one of those, I'd say #4 makes the most sense. You can also say "Two thirds of eighteen is twelve"

Except for a few small differences, all of them sound natural. I might say one or the other depending on how I see the equation..
*1. Eighteen multiplied by two thirds is twelve. 18*(2/3)=12
2. OK (18*2)/3=12
*3. Eighteen times two divided by three is equal to twelve. 18*2/3=12
4. OK (18*2)/3=12
