He who changed my language to as per.. is around 70, so I though there was a possibility it was outdated. Anyway, as per didn't make sense, and after all, I wrote "as attached" as a phase to have readers refer the attachment in the email.
by the way, your explanation, as per stands for according to, make sense. I often see according to, but i had never seen it before.
