First, it's crude slang, so only use it with friends.
If you "piss off" someone, you make them angry (in general)
If you are "pissing off" someone, you are currently making them angry.
If you are "pissed off", then you are angry.
If you tell someone to "piss off", you are telling them to stop or to go away or you don't believe them.
A: Bob pisses me off.
B: Why?
A: He's selfish, and obnoxious, and I just don't like him.
Your brother is teasing you.
A: Stop doing that. It's pissing me off.
A: What's wrong?
B: My team lost. I'm so pissed off right now I could scream.
A: Dude. You need some perspective.
A: I was abducted by aliens last night.
B: Oh, piss off.

To let you understand this
We can say that you piss off someone in order to make them angry
So like, if i'm bothering you, i'm pissing you off and the consequence is that i make you angry
But to be honest is almost the same, angry is just more "polite"

I honestly don't consider there to be a real difference. Angry is a politer and more formal way of saying it. Pissed off is colloquial, informal. Myself, I use them both fairly interchangeably. For me "pissed off" is kind of like... the difference between anger and rage.

For example:
"Wow, you're going to piss her off by saying that. Don't do it."
"It seems like I've been pissing you off lately, and I want to talk about it."
"You really pissed them off last night with that comment of yours."
