I would use them both, but in different situations.
"Visit" sounds like I am going on a vacation for pleasure. "Go to" is more neutral. I wouldn't say "I am planning to visit California" if I am going there for a business trip or a funeral.
It's like ～に遊びに行く vs. ～に行く in Japanese. I wouldn't カリフォルニアの出張に遊びに行くつもり。

I would say so. At least, the visit is for a friendly reason (and not something like going to argue with her or help her do her taxes).
