Okay, the words are the same thing. It's just a matter of when you use the different instances.
When you use the apostrophe to combine two words, it's called a contraction. So when you say I'll, it is the same as 'I will'. When you say won't, it's the same as will not. When you say I'm, it's also I am. And 'What's' is also the same as 'What is'. The words are just shortened, that's all.
