I think those words have different meanings depending on which country you are talking about. However, usually, I see it like this:
A district is a part of a city. A province is a bigger region that contains many cities and towns.

Both are terms used to divide an area into different parts. Just like the US is made up of 'states', some countries, like China and Canada, have provinces. Some countries, like Ghana, have regions. Japan is divided into prefectures.
Districts usually refer to an area around or including a city. For instance, the city of Washington D.C. in the US: the "D.C." part stands for District of Columbia. A similar word that gets used in place of this is "municipality".
So a country might be made up of many states, or many provinces. Then those states and provinces might be made up of several smaller districts.

In Canada, a province (or territory) has jurisdiction over education, health, real estate, natural resources, highways, etc... The federal and municipal levels of government cannot overrule the province's laws or its budget for these areas of administration, but can seek to collaborate with them.
A district is a a municipal level of government (though, individual towns in the district may create their own unique laws and regulations that others don't).
