Present vs past tense.
I hear "I'm relaxing" used more often. If you are doing something that is relaxing (for me it would be reading a book or sunbathing), I would use "I'm relaxing".
"I'm relaxed" is used once you have already done something relaxing or as a defense.
Ex. "You look stressed."
"No, I am relaxed."
