First one: he reactet to late without having any chance
Second one: he reactet too late to have a chance
So only the first one makes sense :)

So the first one means: he reacted too late, without having any chance.
Which means because he reacted too late he had no chance
The second one could be translated as "he reacted too late, to get a chance"
And this makes no sense, because why would you get a chance, if you react too late?
Grammatacally this would be right, but the content makes no sense

@Jasminuh: Thanks😉I think the second explanation in that page is what we are talking about,I thought the "um zu" in both sentences I've found have this function. I think "um eine Chance zu haben" is a "konsekutiver Infinitiv" and i just can't understand why not😂 And I didn't find any sentence with "ohne zu" have this meaning…you said that "ohne zu " means "without doing ", so doesn't the whole sentence mean "He didn't have a chance, when he react too late"? That's why I thought the first one doesn't make sense…

You could translate "ohne zu" with "without + infinitive"

Entweder wird mit der Infinitivgruppe die Folge einer im Hauptsatz genannten Voraussetzung wiedergegeben:

"Ich bin zu spät dran, um noch rechtzeitig zur Arbeit zu kommen."
"I am too late to arrive for work in time."
"Ich bin zu spät dran, ohne noch rechtzeitig zur Arbeit zu kommen." ist kein korrektes Deutsch und auch in der englischen Übersetzung "I am too late without arriving in time, yet." unsinnig.

He reacts to late to have a chance.
The goal keeper reacted to late to have a chance.
"Der Torwart reagierte zu spät, um noch eine Chance zu haben." ist korrekt.
Der Torwart reagiert zu spät, ohne noch eine Chance zu haben. ergibt keinen Sinn.
"Ohne noch eine Chance zu haben, hechtete der Torwart nach dem Ball." ist korrekt.
