Howard: [(1) Stand by.] Ma, can my friends come over?
Howard's Mother: I just had the carpets steamed.
Howard: [(2) That's a negatory]. But there's a Planet of the Apes marathon at the New Art today.
Leonard: Five movies, two hours apiece. [(3) It's a start.]

1. Special way of saying "Please wait"
2. Special way of saying "The answer is no"

I generally associate these phrases with old war movies, but these characters are nerds, so it's likely that they picked up the terms from some kind of a movie themselves.

Nebulahime has the meanings correct, those are from radio terminology.

As for 3, Howard and Leonard are trying to plan how to avoid Sheldon for 18-24 hours. With five movies they could watch, that's 10 hours. "It's a start" means it doesn't get them all the way to their goal, but it's a good first step.

It's a tough question. How about Dragon Quest, most successful RPG in Japan, a game series. Jokes included in it are very Japanese-ish.
