Both of these sentences are correct. 英語の文法によると、”to”は文章の後ろ入らないほうがいいです。でも、話して時、大丈夫です。

The first sentence is "more" correct than the second one. It is because both provide the same meaning but the second one sound a bit weird.
p.s If you are going to use it for casual conversation then it would be better if you use sentences like :" where did you graduate from?" and you don't need to include "this town" because you might not know where the other party went for school. or if the other party did graduated from "this town" then they will automatically assume "this town".

@bakainu I disagree, I think the first one sounds awkward, formal, and unnatural, whereas the second way of saying it soinds correct to me, and is what I would use. If the sentence didn't need to include the phrase "this town" I would agree with you, but I can see a context where it is necessary to ask this specific question.

If you are visiting a city that you used to live in, and the person is not asking where you go now or where you graduated from - but which school in this town did you go to.
