What you have in question is said 'sequence of tense' or 'tense harmony'.

The answer is simple: Korean does not have this sort of tense harmony not so much as English enforces it in its grammar. A tense for the whole sentence is marked by the verb at the end, and a single verb in the past form is enough to indicate tense. Other subordinates do not care about it. Most of them are likely to have a present tense because it is simple. And observe that the sentence is trying to describe a situation vividly and visually. Putting things in the present tense can be helpful in delivering a comprehensive picture of the full story
