اكبر means bigger it's not exactly big.
I'm pretty sure you're referring to it's usage in الله اكبر but that has three different explanations...
1. اكبر was used instead of كبير using the form افعل instead of the usual فعيل to create a صفة from the verb.
2. الله اكبر كبير where كبير was omitted. it equals الاكبر. it means the biggest of the big
3. الله اكبر من كل شيء where من كل شيء was omitted. also equals الاكبر. it means bigger than everything.
الاكبر means the biggest. that obviously equals the third explanation. the second explanation just says it's the biggest of the big but then anything that might be bigger than something big must itself be big so again it equals the biggest. we don't say usually say اكبر to mean big since we have كبير for that it's just a possibility.
the usual usage is for it to mean bigger. in the second explanation you don't see it used to mean bigger but that's also due to the fact that it isn't exactly اكبر... it's اكبر كبير when you attach two words like this they kind of become one. and the first word becomes معرفة as if ال was attached to it. so it came here with the meaning "biggest" this case of attachment is to specify a specific object or group. اضافة للتخصيص. it's to specify that it's not general. اكبر الحاضرين the biggest of everyone here. (don't care about anyone else) but if you attach اسم تفضيل to صفة created from the same verb it comes with the meaning of most not more because of the reasoning above.
