Are you familiar with the English term “stalking horse”? If so, a “candidato laranja” is pretty much a stalking horse in this specific context.

By definition, “laranja” is a person that takes on a role without the intention of playing their part. Let’s say you’re a politician and you hire a team of 10 advisors. You're involved in a corruption scandal and the police start investigating you. Soon they find out that half of your advisors have never attended their office, they’re fake workers (aka. “laranjas”). They’re getting paid by the government, but they’re not working at all.
In many cases, “laranjas” just lend their names to politicians in exchange for a bribe or a cut of their monthly payment. Let’s say an advisor makes $5,000.00 a month. The politician could set up an agreement in which they two would split the money 50–50 if the person agrees to act as a “laranja” worker on his scheme.
Thus, a “candidato laranja” is a person who’s running for a position they have no chance of winning, often with sneaky intentions. Sometimes the “laranja” candidates act up as a tool to inflame conflicts and attack the opposition while other times they act as a shield to take the attention away from another candidate they’re backing. “Laranjas” can also compete for public office in order to gain access to public campaign funding, which is a law-backed sanction that allows political parties to use tax money in order to fund campaigns for statewide and nationwide candidates.
