@Surrrr “He is the first man that has broken the”, would mean the same. We would probably say “first man to break”, though. “First man that has broken” and “first man to have broken” both sound a little formal, like an announcer during a sports broadcast. They are all understandable and mean the same thing, though.
“He is the first man breaking” sounds unnatural to me. The only way I can think to phrase it that way is “He has scored over 100 points, breaking the 100 point barrier for the first time” but we tend to avoid unnecessary duplication so maybe “he has set a new record in the men’s short program, breaking the 100 point barrier for the first time”.

I thought “sb is the one doing sth” is the same as “sb is the one who does sth”, but it looks like it doesn’t always work, could you give me some advices about when it sounds natural and when it doesn’t, please?

“Have ___-ing” does not sound right to me, and i can’t think of any situation where it would work, except something like “They have ‘swimming’ as a new sport at our school”.
We usually use “have sth” to imply a Past occurrence. “I have met her before” “they have won every year for the last decade”, etc. “-ing” words, or ‘gerunds’, usually refer to something that is taking place at the same time the speaker is talking. “They are meeting for the first time”. “She is winning!” (Meaning she hasn’t won yet, but is in the lead. Once she wins, it’s “She has won!” Or just “She won!”).
“Sb is the one doing sth” usually means it’s happening right now. “Sb is the one who does sth” implies it’s a habitual occurrence. “She’s cleaning the floor” in this moment She is cleaning the floor. “She cleans the floor” means its her responsibility, but she may or may not be doing it right now.
