It's pretty much the same as:
(Eu) quero que você esteja aqui.
== I want you to be here.
(Eu) queria que você estivesse aqui.
== I wanted you to be here.
"Eu quero" expresses a request or a wish that is more likely to happen.
"Eu queria" expresses a wish that is less likely to happen or can't happen at all.

In my own understanding, Eu queria que você estivesse aqui (Refers to a past wish, in the past I wanted you to be here but in the present, i dont want you to be here anymore, is this correct?

@israelhopilos010 Hmm, not really. The sentence would have this meaning if the verb was in the "pretérito perfeito" tense:
"Eu quis que você..."
Quis = pretérito perfeito (finished action)
If you say "eu quis", it means you wanted in the past but you no longer want.
As "eu queria" in the "pretérito imperfeito" tense, we can't tell whether the action is finished or not. So it could mean the person wanted it somewhen in the past but doesn't want anymore, or it could mean they wanted it (and still do) but it can't happen for some reason.

@israelhopilos010 Yes, it can be used to convey it. In general, it's pretty much the same as saying "I wanted" instead of "I want" in English.
"Eu quero que você me ajude amanhã."
"I want you to help me tomorrow."
Present tense - requesting something or expressing a wish that is more likely to happen.
"Eu quis que você me ajudasse e você me ignorou."
"I wanted you to help me and you ignored me."
Preterito Perfeito - talking about a past wish (it's over!)
"Eu queria que você me ajudasse, mas você está muito ocupado."
"I wanted you to help me, but you're too busy."
Preterito Imperfeito - talking about a wish that is unlikely to happen or won't happen at all.

Just a little correction:
"... que o céu fosse VERMELHO."
"Céu" is a male noun, so it's "vermelho", not "vermelha".

Without context it's difficult to explain, since we use both sentences in several situations, but come on.. In the first you're giving an order (eg: I want you to be here tomorrow morning, if you won't be fired), in the second you are expressing your will (eg: I wish you were here tomorrow morning so I could wake up next to you)

"Quero" indica, nessa frase, um desejo no presente. "Quero estar com você agora"
"Queria" indica uma vontade ou desejo que já passou. "Queria ter feito alguma coisa ontem"
"Queria estar com você" dá a sensação de que é um desejo que não dá pra suprir por algum motivo, do tipo "Queria estar com você, mas não consigo agora"
