Certain verbs in Portuguese require specific prepositions to connect them to their objects. Others don't, and "precisar" requires "de" before the object.
The reason is purely grammatical, and I think you, as a foreigner, should just memorize how each verb works. There is no general rule that can make predictable if a verb will require a preposition and, if it does, which one.
I think this happens in English too, but less rigidly. For instance, the verb "to speak" requires the proposition "to" if the indirect object refers to a listener.
- The waiter speaks to me.
It would never be "the waiter speaks me". It's the same logic in Portuguese, but not the same verbs will require prepositions, or the same prepositions, as their English equivalents.
