well sounds like they complain because the phone and electricity cables are not under underground and ppl looking down means they ignore you and or are shy and don't want contact with anybody

I really appreciate your explanation but still don't fully understand what it means.

there is another comment below that says "That sucks I have always wanted to go to Korea ever since I have seen that Korea Englishman."

Is it like there are too many cables between roofs? So people don't look up but down?

I have no clue why the person has a problem with it but I guess when you come from a country with no cables it is strange to look out of the window and have all the cables everywhere . How am I suppose to know what he means with looking down I already said it can indicate that Koreans ignore others on the street when you are from one of the southern countries where they welcome everybody and are very extrovert it may be weird.

@TracYolivia Oh now I think I'm getting it. So it is two separate things. Cables are everywhere and people are looking down. I thought these two things are connected somehow.

I agree with you. I have an experience of living in Canada for a while and it was not easy for me to say hello to someone I didn't know. I was born and bred in Korea.
