Why do you think Noam Chomsky says 'Why study language?'("Reflections on Language", p.3) instead of saying 'Why do you study language?'
Is the sentence 'Why study language?' correct in some context?

@mashichi65 Indeed you are correct. If you put any pronouns there, it wouldn't sound as serious or sophisticated.

Why study language? = What are the reasons for studying language?
He isn't making it personal, he is making a generic statement that is applicable to anyone and everyone.

Yes, it’s correct. This way of posing a question is common when someone is about to list the reasons why you *should* do something. It’s not asking you personally why you have decided to do something.
It was kind of challenging to find examples of this structure being used because it’s very specific, but here are a couple

So, maybe you can use this question form maybe when you ask something as a kind of 'theme' like:
"Why breathe?"
"Why clean a room?"(Maybe 'Why clean your room?' is wrong, because 'your' is used while its subject is omitted.'
If my guessing examples are wrong, I'd be happy if you can tell me.

However, "why clean a room?" would talk about the benefits of cleaning any kind of room in general, while "why clean your room?" would talk about the benefits of cleaning your own room.
