"to brush off" someone or something is a more casual phrase, you usually use it like
"I asked him about it but he just brushed me off"
It's similar to the word ignore, but ignore is more like the person doesn't respond at all, while brush off would be if someone responded like "oh it's not that big of a deal" and started talking about something else.
"neglect" is used to describe when you don't take care of someone.
"Her parents neglected her when she was young."
