Como é que se diz isto em Inglês (Reino Unido)? Can I say "It's roughly 10 minutes quarter to 11" ,if the time is at 10:50 .

No it wouldn’t make sense.

Quarter means 15 minutes (because one quarter of 60 minutes is 15 minutes)


10 minutes to 11 would simply be said as
“10 minutes to 11”
Or “it’s roughly 10 minutes to 11”

15 minutes to 11 can be said as “quarter to 11”
Or “it’s roughly quarter to 11”


So the word “quarter “only applies to 15 minutes, no other length of time.
