When I was reading an English novel, I met expressions of which I couldn’t understand the meanings.
When the heroine was drinking with her friend, the friend said “Kim and Tom are having a last-minute thing for Pat You know how famous people can be. I’ll call if it’s chill.” and left her. The heroine was left alone.
What does "last-minute thing" mean? Does this mean Kim and Tom are arranging a surprise party or something for Pat?
And what does "if it's chill" mean? Does this friend intend to invite her over the party if it is fun? Or does this friend intend to invite her if Kim and Tom allow her to invite the heroine?

"last-minute" means it wasn't prepared in advance. With the context, the friend is talking about how famous people tend to throw parties all the time (because they are rich or have a lot of free time).
"chill" is a slang term used by young people that can mean relaxed or casual. It can also mean "okay" in this context (if inviting the heroine won't cause a problem). It can also mean something like "fun" or "enjoyable". I think just from this context, the meaning is a little bit ambiguous. The friend either intends to call the heroine if "it's chill" to invite new people to the party (if it is okay to invite new people to the party) or if the party is "chill" (the party is enjoyable).

It sounds like they're throwing a small party for Pat without really preparing for it. Calling it a thing really downplays it and makes it just sound like a small gathering or something like that.
I think "if it's chill" probably means "if the party is cool", though I think both of your interpretations could be correct depending on the context.

@karikaririka “last-minute thing” means they put together a gathering (gathering = party, hangout, dinner, etc. but it’s most likely a party in this sentence) that wasn’t planned in advanced. They just thought of it instantly and made it happen in the next hour or so.
“I’ll call if it’s chill” means that he will let her know if the party is not awkward, like if the atmosphere is relaxed and easy and comfortable to socialize.

Last minute thing is used to say something that is done literally at the last minute. I don't know the dynamics of the conversation but probably Kim and Tom forget to do one thing for Pat and they were doing it right now.
"chill" means relaxed, so " I will call you if it's chill" means that if the party or wherever he is going is cool they will call them :)
