O que significa last-minute thing ?

When I was reading an English novel, I met expressions of which I couldn’t understand the meanings.
When the heroine was drinking with her friend, the friend said “Kim and Tom are having a last-minute thing for Pat You know how famous people can be. I’ll call if it’s chill.” and left her. The heroine was left alone.

What does "last-minute thing" mean? Does this mean Kim and Tom are arranging a surprise party or something for Pat?

And what does "if it's chill" mean? Does this friend intend to invite her over the party if it is fun? Or does this friend intend to invite her if Kim and Tom allow her to invite the heroine?
