Native refers to a person who grew up or was born in a certain place. It can also refer to places, plants and animals of indigenous origins.
Local refers to a person living in or nearby a certain place.
e.g.
"Marco is an Italian native."
"Marco lives in Milan. He is a local."

this might sounds irrelevant but this is the question that brought me here:
I thought about the word "native" solely and I get to this point, if I find the answer for this question, my problem will be solved:
Can I be a native speaker of a language but my mother tongue be another language?
* Imagine I born and grew up in Italy but my parents are Persians, then my native language will be Italian and my mother tongue Persian!!
can it be correct?
is there any line between mother tongue and native language?

It's correct. You grew up in Italy so Italian is your native language. Your mother tongue is a language your family speaks and/or your parents taught you, so your mother tongue is Persian.
