Ok I'll try my best to explain clearly :)
Most nouns need either an article (the/a/an) or a pronoun (e.g. her, his, their, your etc.) before it.
e.g. My friend. Their football. The tree. An apple. Your sister.
In the context of your sentence, 'attachment' needs an article before it (the/an).

So 'Attachment is a file' does not make sense. You need to specify what attachment .
Therefore 'The attachment is a file' is correct.
Also it sounds like they are writing an email. Therefore they could write, " The attachment (to this email) is a file explaining all the details of the travel package."
Or they could write " Attached (to this email) is a file explaining all the details of the travel package.
The difference between those two sentences is so subtle. The first one implies that the reader is already aware of the attachment and the sender is letting them know what it is about.
The second suggests that the reader may not be aware that there is anything attached to the email so the sender is making the reader aware that there is an attachment AND what it is about.
Therefore a native Enlgish speaker would usually use the second sentence.
