"Agree with" is usually reserved for stating that an opinion (yours/his, ect...) matches another person or group of people or a general idea.
"I agree with you." "My mother agrees with her." "He agrees with that (idea)."
"Agree on" and "agree to" are more interchangeable. They tend to be used when talking about ideas, actions, and such, not directly with people.
"Let's agree on this (schedule/movie time/business plan)."
"I agreed to pay $100 for the old book."
*bonus* Something like:
"I agreed on Bob." Is not normally used. But can be if it was a situation like:
"Who do you think we should bring? Tom or Bob? I think Bob." "Yea. I agree on Bob."
You're not agreeing with Bob; you're agreeing on the idea of choosing Bob.
