“You sure they’ll be cooking when we are out?”
“What will they be up to when we are out?”
Try to use one of these, but using “up to doing stuff” in your first sentence is unnatural.

@chou_poppet No, it isn't. That's perfectly common usage. "Up to" in this context is questioning capability or willingness. If they never learned to cook, or if they have been ill for a while, they may not be able to cook while we are out.
I'm tired, so I'm not up to cooking tonight. He's strained a shoulder and is not up to hauling the firewood this afternoon. She's not up to spending a day fishing, because she doesn't have the patience for it. You're not up to painting the house while your eyes are bandaged.
Note the example given has left out the verb: [Are] you sure they are up to cooking while we are out?

Hearing “up to” sounds unnatural to me, if I heard someone say it to me I would be a bit confused.
In your examples, I think “up for” sounds more natural, like:
“I’m tired, so I’m not up for cooking tonight.”
Correct me if i’m incorrect? I’ve never heard “up to” used in that way.

@chou_poppet Maybe it's regional? I've always heard it "up to" when referring to something one isn't able or willing to do. I'm guessing it may be related to "rising to the occasion". I've only ever heard "up for" when it's something one does want to do (alternately, since English exists to be contrary, the modern slang "I'm down with that").
