I know that "nigga" and " nizzle " are used by black people, just for other black ones, but can white people use these words when calling black people or it is considered insulting?

White people get in trouble when they do that. The word has a heritage of slavery and racism. I would avoid using it. It's sort of a dirty word.

So what if black people use them for calling eachother? Again are they considered dirty words? Or because they are black, they don't mind using them and it is ok?

بيشتر اوقات كلمه "نيگا" معني منفي داره. سفيد پوستان ميتوانند از ان كلمه استفاده كنند ولي فقط با دوستانشان. كلمه نيگا شبيه كلمه "تازي" به جاي عرب است

It is possible... but very hard to pull off successfully. Most native speakers wouldn't be able to do this without seriously offending people.

Advice for this word from me would be "don't use it unless you know it will get a positive reception" for you personally Soudy, I suggest you never say it.

"Nigger" is a slur developed from a mispronunciation of "negro," the Spanish word for black. As black people in the 17-18th century began to accrue an inferiority in the eyes of white people due to their enslavement, it became a word to use against them, to discriminate against and dehumanize them. Today black people have reclaimed the slur as part of their vernacular; the word itself is a shared condition of systemic oppression and institutionalized racism. Whites in particular should not use this word (or want to use it, for that matter), but neither should any other person. It is specific to the plight of black people and is not to be appropriated.
