The audience members with the cheap tickets were seated high in the arena. They were so high up that the members of the rock band looked like toy figures.

@massive Answer C is the best answer. The way the sentence is structured in D makes it confusing as to who was seated high in the arena, but C makes it clear that it was the audience. If there is a phrase in a sentence that is modifying a a word you want it to be as close to what it is modifying as possible.

@massive Even in sentence D, it's obvious that the rock band is not the one seated high in the arena, because common sense tells you that the cheapest tickets are for the seats that are the fartherest away from the stage. The nosebleed seats are the cheapest...the seats highest in the arena.
