Historic: A moment, event, or object that has importance in representing the past. (歴史上重要[有名]な)
Historical: Having to do with what happened in the past. (歴史の[に関する])
An historic document would be a specific document that has importance in history. (The constitution, the magna carta).
An historical document would be a document that says something about history/historic events. (A history book, etc.)
A note about 'a' vs. 'an':
A historic/historical - More American pronunciation, as the 'h' is hard/voiced.
An historic/historical - More British pronunciation, as the 'h' is soft/devoiced.

Historical is anything that happened in the past. Historic is an important event in the past.
Example: WW2 was a Historic Event.
Example 2: It's historical that people used to use horses as the main means of transportation.
