Maudlin is usually used to refer to the weeping, sentimental stage of being drunk, though sometimes it might not be drink that caused it. Sentimental means a sort of over- emphasised feeling in a rather silly way , like someone telling you that she imagines that the rain is angel’s tears or something. Over- emotional (British English) or overly emotional (American English) just means that someone lets their emotions have too much effect on them, which could be good or bad emotions.
