ありがとうございました is used at the end of a session or a conversation. Otherwise ありがとうございます is used.
So they are not used in the same situation. If the are used in the same situation, someone thinks the conversation ended and another thinks the conversation haven't ended yet.

So like in this situation. If i want to say thankyou for your answer, i should say "ありがとうございました" right?

Yes, it is correct. But you can also use ありがとうございます if you have an additional quuestion.
