You'd better not say 수고했어요 to the older people. 고생하셨습니다 is much better for them.

In 'standard language etiquette', '수고하다' means 'work hard' and when used to refer to an older person, such as '수고하세요', it can be interpreted as telling him or her to suffer. Therefore, you should never write and say to your elderly people, as it can hurt the feelings of the listener. But it can be used for people under the same age.
