Like when I hear that phrase, I imagine it comes from a 1600s-1800s book or famous person or something like that. I don't think it's the emphatic form though, since emphatic form uses "do" and its conjugations.

I would have only changed 'the wind' to 'wind' (without the article), but that's just nitpicking. Very eloquent English
