I couldn't understand much deeper meaning of the song but what I think is that the lyricist wants to convey that he is sad or something and he can't feel happiness/positivity around him.
So he wants people to accept him and share their happiness with him. Since there are many such people like him who are sad...so the "happy" people must choose him/elect him among others to accept him(lyricist). He's kind of pleading them :)
