A:
I think I found the full quote online: “He steps under the shower, a forceful cascade pumped down from the third floor. When this civilisation falls, when the Romans, whoever they are this time round, have finally left and the new dark ages begin, this will be one of the first luxuries to go. The old folk crouching by their peat fires will tell their disbelieving grandchildren of standing naked mid-winter under jet streams of hot clean water, of lozenges of scented soaps and of viscous amber and vermilion liquids they rubbed into their hair to make it glossy and more voluminous than it really was, and of thick white towels as big as togas, waiting on warming racks.” From Saturday by Ian McEwan (2005).
The author is using the fall of the Roman Empire, which was followed by the Medieval era (“dark ages”), to talk about what will happen when the current/present civilization (“this civilization”) ends in the future.
“This will be one of the first luxuries to go”: this = showers.

A:
It reflect racist viewpoints toward miscegenation (intermarriage between races). Talk of undercutting civilization and corruption of morals were common taking points of the past. Talking of being civilized or not was usually code for how similar to white/European someone was considered. Generally this applied most to those of African descent, although calling other races savage or uncivilized wasn’t uncommon either.
